LETTER INVITING TENDER

Sub: Quarterly provision of annual vehicle and tyre data

Dear Sir/Madam,

The International Rubber Study Group (IRSG) is an intergovernmental organisation recognised as an international body located in Singapore, formally established by a Headquarters Agreement with the Government of Singapore. Membership of the IRSG is open to governments. Currently 16 countries and the European Union are contributing members: Belgium, Republic of Cameroon, Cote d'Ivoire, France, Germany, India, Italy, Japan, Malaysia, Nigeria, Russian Federation, Singapore, Spain, Sri Lanka, Thailand and United States of America.

The IRSG was established in 1944 as the only intergovernmental organization that brought the world’s rubber producing and consuming stakeholders together. The IRSG shall be THE FORUM for the discussion of matters affecting the supply and demand for natural as well as synthetic rubber. The IRSG will be the authoritative source of statistical data and analysis for all aspects of the rubber industry, including production, consumption and trade in rubber as well as rubber products. The seminal purpose of the secretariat is to prepare current estimates and analyse future supply and demand trends, while undertaking statistical and economic studies on specific aspects of the industry so as to continually improve its value-added service to stakeholders.

The tender called here is for the quarterly provision of annual vehicle and tyre data, to the specification prescribed by the Secretariat of the IRSG, at least for one year initially, and thereafter to be renewed annually until further notice.

The tender is for delivery of all specified data by a single supplier, but in the event of it not being possible, multiple supplier-sub data set combination will be examined.

Attached is the Bid Document, containing detailed data requirements, which should be completed and returned by any interested parties.

The minimum requirement for any bid is the ability to supply all or some sub-set of the data requested on a quarterly basis, in accordance with delivery time specified below.

The tender process will close week ending 15th August 2010, and first delivery of data is expected within the first week of November 2010.

Categories:  Passenger car tyres, light commercial vehicle tyres and medium/heavy 
                       commercial vehicles
Types:           Production, original equipment sales and replacement sales

1.3 Delivery Time
Frequency:  Four (4) times a year
Time:            Within first week of February, May, August and November

2. Start Date
Within first week of November 2010.

3. Contract period
One (1) year, initially, commencing November 2010, if all criteria have been fulfilled, to be renewed annually until further notice.

4. Closure of Tender
Last date of acceptance is 20th August 2010, 5.30pm Singapore time.

5. Confirmation Date
31st August 2010.
